THE COMING BREAKUP OF CANADA - CIVIL WAR AND CHAOS ON THE U.S.'s NORTHERN BORDER, WITH POWER OUTAGES DOWN THE WHOLE U.S. EASTERN SEABOARD
Since 1991, THE NEW WORLD ORDER INTELLIGENCE UPDATE has been warning that Quebec will separate from Canada abruptly via a Unilateral Declaration of Independence, igniting a three-way civil war betwen French-Canadian regular and militia regiments, the Canadian Armed Forces, and the native peoples of Quebec. The Cree, who hold title to two-thirds of Quebec territory, and who refuse to secede with Quebec, are vitually certain at that time to sabotage the massive Quebec Hydro James Bay generating facility, which sits on their land, and which - through the Eastern seaboard grid - provides light, heat and power for the whole eastern U.S. seaboard.
We named names, outlined the strategy, and warned that the ultimate outcome was a planned Continental Union of the U.S. and Canada by the year 2005, in which both would be regionalized. This would necessitate a new Constitition for the resulting United States of North America.
Now the prestigious journal Foreign Affairs, the mouthpiece of David Rockefeller's Council on Foreign Relations, is saying much the same thing! An article in the current issue, entitled 'Will Canada Unravel?', by Charles Doran of Johns Hopkins University, has the Canadian press in a ferment.
Not only that: it has caused the Hemispheric Committee of the U.S. Congress to hold an unprecedented hearing this Wednesday afternoon [25th September]on the disintegration of Canada.
The prime mover behind this hearing is Rep. Tom Campbell [California], who is particularly interested in the effect upon NAFTA of Canada's breakup, the effects upon American's holding Canadian debt, and the impact of these events upon NATO and NORAD.
No one has yet raised the worst scenario, however: the inevitable tidal wave of crime, looting and violence which will occur in the great eastern U.S. seaboard cities when the James Bay power feed is cut, the necessity of armed intervention by U.S. troops from New York's Fort Drum [with or without Canadian government permission], and the creation of a shrunken, embittered, isolated and strongly socialist Quebec mini-state strategically situated just to the north of New York and Washington.
In the early 1950's, Gouzenko, a Russian defector to Canada, warned that Moscow had targeted two areas for subversion and future use as bases against the U.S. - Cuba and Quebec. In December, 1966, the Quebec Communist Party issued a manifesto calling for Quebec independence. Many of the original leaders of the current ruling Parti Quebecois came out of the Quebec Communist Party.
This carefully-orchestrated drive for Quebec independence, in which most of the key political figures on both sides, though apparently in "opposition" to each other, are connected either directly or at one step's remove to David Rockefeller [the author of NAFTA, who envisions a free trade area "from Alaska to Chile", and who relishes the idea of Continental Union], was also recently discussed at a secretive meeting of the elite Bilderberg Group just north of Toronto, Canada. David Rockefeller was, of course, in attendance.

Following Bilderberg meetings wars erupt, governments fall, oil and currency prices change dramatically, future "chosen" political leaders are advanced, and dramatic social, political and monetary changes "occur." At an unprecedented U.S. Congressional hearing yesterday on the possible disintegration of Canada virtually no members of the Hemispheric Committee were present to hear the alarming warnings given by four respected U.S. academics that Canada may well be on the verge of fragmentation over the Quebec issue, and that Washington appears to be completely unprepared for the aftershocks.
The Committee chairman, Congressman Dan Burton, left for a 60 Minutes interview minutes after the 90-minute hearing opened. Only two representatives were present for much of the hearing, and only one, New York's Amo Houghton, actually stayed for the entire hearing. Neither representative is a member of the Committee itself. The U.S. State Department sent no one to testify, and the Canadian embassy limited itself to sending observers.
Before leaving, Burton promised that additional hearings on the Quebec situation are planned for next January, after November's U.S. election.
The committee room was packed with Canadian journalists, representatives of the Canadian Cree, Congressional aides and trade lobbyists and consultants.
Chris Sands, co-ordinator of the Canada Project for the Center for Strategic and International Studies, Washington, told the hearing that "We cannot become complacent because there is reason to believe that the next Canadian unity crisis could come more quickly than in three years, as many now expect."
[NOTE: during the recent secretive Bilderberg meeting, held north of Toronto, <THE NEW WORLD ORDER INTELLIGENCE UPDATE published a number of Press Releases, based on extremely reliable sources and widely disseminated to the media and on the Internet, in which it warned that the Bilderbergers were planning a projected Quebec Unilateral Declaration of Independence for the first quarter of 1997. Our other predictions, including the fall of the Turkish government and its replacement with the Islamic Welfare Party [in readiness for the coming Bosnian war, also planned at that meeting, to occur soon after Clinton's re-election in November] and the planned sale of the massive Ontario Hydro utility, both occurred or were announced, just as we had previously asserted, within four days of the conclusion of the Bilderberg Conference. We have good reason to believe that the 1997 first-quarter Quebec UDI will still be attempted, despite the wide publicity we have given to it]
Earl Fry, professor of political science at Brigham Young University warned that Quebec separation would compel the U.S. to spend billions of dollars to support the Canadian dollar as Canadian interest rates soared, foreign investors pulled their capital out of Canada, and Canadians themselves tried to move their assets outside the country.
"Washington might be asked to put together a rescue package, which could be much more expensive than the controversial package rescuing the Mexican peso in early 1995," he told the hearing.
Although he did not mention it, Washington would be compelled to do this under the currency-support provisions of NAFTA, which is as much a financial treaty as a trade agreement.
He added that the climate of uncertainty over Quebec had already cost the U.S. billions of dollars in revenue and tens of thousands of jobs because of depressed exports to Canada, the United States' largest trading partner.
Professor Fry, Chris Sands and the other two academic Canadian specialists testifying at the meeting, Charles Doran [Director of Canadian Studies at Johns Hopkins University, Washington] and Joseph Jockel [Professor of Canadian Studies at St. Lawrence University, Canton, N.Y.], all agreed that an independent Quebec would not automatically be a member of NAFTA.
Professor Charles Doran's article entitled 'Will Canada Unravel?' in the current issue of Foreign Affairs, the prestigious journal of the Rockefeller-founded Council on Foreign Relations, was the original catalyst for the hearing. David Rockefeller was the "godfather of NAFTA": it was vigorously promoted by another of his organizations, the Council of the Americas. Brian Mulroney, who brought Canada into the North American Free Trade Agreement by promising more prosperity and more jobs, hosted the Council of the Americas - flown to Ottawa on David Rockefeller's private plane - to a black-tie dinner as virtually his last major function before stepping down as Canada's Prime Minister. He now sits on the board of Archer-Daniels-Midland, a Rockefeller conglomerate.
California Representative Tom Campbell, who has both a law degree and a Ph.D in economics and who takes a close interest in Canadian affairs, originally requested the hearing because he was concerned about the possible fragmentation of Canada after Quebec leaves, the effect of Quebec separation on NAFTA, NORAD, NATO and the St. Lawrence Seaway, and the apparent unpreparedness of the U.S. government to deal with the messy consequences of such a divorce on its northern border.
At yesterday's hearing, he also registered his concern about the possible resulting interruption in America's power supply from Canada. We repeat, as we have clearly stated many times before, that there is a concerted plan to bring Canada into Continental Union with the United States by the year 2005, after Quebec's departure has fragmented and mortally weakened Canada, to form a new United States of North America. We assert again that such a new Union will require a new Constitution - and we point our readers to the Rockefeller-financed Newstates Constitution, already prepared for such an eventuality. We
state emphatically that Canadian politicians on both sides of the Quebec issue are connected, either directly or at one step's remove, to Rockefeller organizations like the Trilateral Commission, and that the current posturing over this issue is mere "political theatre" designed to prepare Canadians for the "inevitability" of the final, scripted
break-up of their country
And we conclude by warning that these are just the beginnings of our troubles. North American society requires major changes if Rockefeller's ambition is to be realized. To quote David Rockefeller himself:
"We face serious and persistent patterns of thought and behaviour that require modification if a free trade system is to function effectively."We suspect that it's your "patterns of thought and behaviour" that he feels need to be "modified", and not those of the elite.
And Canadians, of course, are now undergoing just such a careful mental "modification", via an orchestrated political and propaganda barrage, in order to prepare them for the "inevitable" destruction of their country.
"STORM WARNING IN QUEBEC"
This was the lead editorial in today's TORONTO STAR, arguably Canada's most influential and widely-read newspaper.
Nearly five years after the Editor of THE NEW WORLD ORDER INTELLIGENCE UPDATE first began warning that Quebec would declare UDI under Lucien Bouchard, as its then-future Premier, and that the result would be civil war, chaos, the breakup of Canada, and ultimate Continental Union with the United States, the mainstream press is finally and belatedly beginning to wake up to these previously-unthinkable realities.
We assert again that this is all a carefully-scripted piece of political theatre, orchestrated by David Rockefeller and his Council of the Americas, in furtherance of the larger globalist goals of Rockefeller's Trilateral Commission. Continental Union permits this group of globalist elitists to acquire Canada's multi-trillion storehouse of raw materials, minerals, natural resources and fresh water at virtually no cost to themselves: it also forms a northern bloc which can be easily melded with the South American bloc now being formed around Brazil, to give Hemispheric Union. The resulting Western Hemispheric Bloc [all of which will be known as "America"] will then rapidly be merged with the European Union and the Asian Bloc [centred on Japan] to form a World State [or "New World Order"]. Russia and China, however, remain the "wild cards" in this carefully-crafted scheme.
Loucien Bouchard, now separatist Premier of Quebec, was brought into politics by Brian Mulroney who, after successfully selling Rockefeller's NAFTA to Canadian voters, now sits on the board of Archer-Daniels-Midland, a massive Rockefeller-owned conglomerate. His apparent "opponent", Prime Minister Jean Chretien, by his own admission never makes a decision without consulting his "counsellor, strategist and advisor" of 30 years, Mitchell Sharp. Mitchell Sharp has, since 1981, been Vice-Chairman for North America of David Rockefeller's Trilateral Commission. Various other powerful political personages on each side, including Finance Minister Paul Martin, came from Paul Desmarais' powerful Power Corporation: Paul Desmarais is a member of the Trilateral Commission; Jean Chretien's daughter is married to his son.
Ontario Premier Mike Harris and Alberta Premier Ralph Klein, both mentioned in this editorial, are Bilderbergers. Harris attended the 1996 Toronto meeting of the secretive Bilderberg Group, as did also Paul Martin, Jean Chretien, and Minister of Foreign Affairs Lloyd Axworthy. It need hardly be said that David Rockefeller was also in attendance.

STORM WARNING IN QUEBEC
It's a sour season in Quebec, nearly a year after the referendum. Much as some people would like to believe the crisis is behind us, every political signal suggests otherwise. There's a corrosive edge to the debate about Quebec's future, feeding a steady erosion of economic confidence.
Raymond Villeneuve is only the most recent example of this nasty trend. He's the convicted Front de Liberation du Quebec (FLQ) terrorist who believes "it could come to bombs, or . . . Molotov cocktails" between separatists and federalists. This past week he denounced Jews for their "inexplicable hostility" to the independence movement. Problem is, there's a market for this venom.
Even a casual visitor to Montreal or Quebec city can hear people voice concern over the pourrissement - souring - of the atmosphere. Quebec's nationalists feel blocked, unable to win the recognition they crave within Canada, and unable to get out. Federalists feel threatened by a provincial government bent on separation, whatever the voters want.
Premier Lucien Bouchard recently denounced Prime Minister Jean Chretien for encouraging "provocations," "agitators" and "extremists" to turn people away from separatism. Chretien also "fanned the flames" of the partition movement, the premier says.
Beyond that, the separatists casually dismiss the Canadian Constitution and Canadian law as "completely irrelevant" to Quebec's future. They are now on record as favoring a unilateral and unlawful break-up of the country, with no concern for the legal rights of Canadian citizens in Quebec, and elsewhere.
On the sidelines, Quebec officials hassle places like Montreal's Schwartz's Deli for posting English signs. And anti-English, anti-Semitic, anti-federalist graffiti are blossoming in the streets.
Nor are the separatists alone in fueling tension.
English-language rights activist Howard Galganov predicts "civil war" after independence.
All this poses a grim challenge for Chretien and his Liberals as they head into an election year.
Chretien would love nothing more than to cool the public feuding, and sell the Liberals as the country's only truly national party, focusing on the economy, good management, and integrity. Canada's best hope, after all, is that more Quebecers will see the merits of this country and abandon the Bouchard government and its risky agenda, before the next referendum.
But unless Chretien gets stronger support from premiers like Mike Harris, Ralph Klein and Glen Clark, he cannot make good on his pledge to change the Constitution to recognize Quebec's special identity, in a way that doesn't alienate the other provinces, and to rebalance federal/provincial powers and responsibilities. For now, at least, his hands are tied by the premiers' refusal to put forward a positive and comprehensive program on these issues.
However, this impasse ought not to prevent Chretien from setting out markers.
Chretien is right to ask the Supreme Court to clarify the legal ground rules surrounding independence, including the degree of assent that the rest of Canada must give before secession is lawful. Whatever the separatists may argue, there must be clarity on this issue. Quebecers voted last fall to seek change, within Canada, not to embark on an unlawful adventure. He's also right to insist that Quebecers be offered a clear Yes/No question on separation.
Beyond that, Chretien should tell Canadians how he intends to consult them on any break-up. He should remind people that a narrow vote for separation invites chaos, rather than closure. He should express the federal government's view on the divisibility of Canada and Quebec, and on dividing assets and debts.
Slowly, Ottawa is firming up its position on these issues of principle. Separatists will cry provocation. But Canadians must know where the Liberals stand before the next referendum.
