The United States and Canada have inked an agreement to help one another during civil emergencies.

Air Force Gen. Gene Renuart, commander of North American Aerospace Defense Command and Northern Command based at Peterson Air Force Base, and Canadian Air Force Lt. Gen. Marc Dumais, Canada Command commander, signed the pact last week.

The Civil Assistance Plan allows the military from one nation to support the armed forces of the other nation.

"This document is a unique, bilateral military plan to align our respective national military plans to respond quickly to the other nation's requests for military support of civil authorities," Renuart said in a statement.

The agreement allows mutual assistance during floods, forest fires, hurricanes, earthquakes and effects of a terrorist attack.

Dumais said the plan underscores the two nations' existing working relationship, evidenced by the joint command NORAD.

The plan recognizes the role of each nation's lead federal agency for emergency preparedness. For the United States, it's the Department of Homeland Security, and in Canada, Public Safety Canada.

The plan facilitates the military-to-military support of civil authorities after government authorities agree on a response.

NorthCom was established on Oct. 1, 2002. Canada Command was set up on Feb. 1, 2006.

NORTHCOM Furthers NAU Police State Agenda

The criminals in the U.S. government are continuing the push for a militarized North American Union police state. According to an announcement on U.S. Northern Command's web site, an agreement has been signed between U.S. Northern Command (USNORTHCOM) and Canada Command (CANADACOM) that allows the military from either nation to support the armed forces of the other during a civil emergency. This agreement helps to further erode the sovereignty of both nations by allowing a foreign military to support that nation's military during any type of civil emergency. Essentially, Canadian military forces would be allowed to support U.S. military forces during a declaration of martial law. This is just another step towards the formation of a North American Union martial law apparatus which USNORTHCOM unveiled with the public release of their Vision 2020 document. The Vision 2020 document outlines plans for USNORTHCOM to seek closer ties with various military institutions, government bodies and private entities in the U.S., Canada and Mexico leading up until the year 2020.

"The signing of this plan is an important symbol of the already strong working relationship between Canada Command and U.S. Northern Command," Dumais said. "Our commands were created by our respective governments to respond to the defense and security challenges of the twenty-first century, and we both realize that these and other challenges are best met through cooperation between friends."

The plan recognizes the role of each nation's lead federal agency for emergency preparedness, which in the United States is the Department of Homeland Security and in Canada is Public Safety Canada. The plan facilitates the military-to-military support of civil authorities once government authorities have agreed on an appropriate response. U.S. Northern Command was established on Oct. 1, 2002, to anticipate and conduct homeland defense and civil support operations within the assigned area of responsibility to defend, protect, and secure the United States and its interests.

Similarly, Canada Command was established on Feb. 1, 2006, to focus on domestic operations and to offer a single point of contact for all domestic and continental defense and security partners.

The two domestic commands established strong bilateral ties well before the signing of the Civil Assistance Plan. The two commanders and their staffs meet regularly, collaborate on contingency planning and participate in related annual exercises.

If the establishment was really supportive of protecting U.S. national sovereignty why on earth would they allow USNORTHCOM to establish an agreement with Canada that allows their military to support our military during civil emergencies? This is a direct violation of each nation's sovereignty and another obvious step towards a North American Union.

Clearly, the U.S. government is ratcheting up their plans for martial law and using the phony threat of homegrown terrorism as an excuse to implement their militarized police state agenda. The threat of martial law is finally now being reported in the establishment media. The San Francisco Chronicle recently ran a report on plans for martial law which covers important issues such as Bush's NSPD-51 which makes the president a dictator during a catastrophic emergency, HR 1955 which classifies thought crimes as potential terrorist acts, KBR detention centers, the Military Commission Act and more. We broke the NSPD-51 and HR 1955 stories last year and both have been major topics of conversation in the alternative media for quite sometime.

There is no question that the U.S. government is preparing for martial law domestically, but the long term goal is to establish a martial law apparatus for North America. They are merely beginning the implementation of what has been announced in the Vision 2020 document. There is little question that this deal between USNORTHCOM and CANADACOM is another step towards forming a North American Union that is ruled by a militarized police state.

Canada, U.S. Agree To Use Each Other's Troops In Civil Emergencies

Canada and the U.S. have signed an agreement that paves the way for the militaries from either nation to send troops across each other's borders during an emergency, but some are questioning why the Harper government has kept silent on the deal.

Neither the Canadian government nor the Canadian Forces announced the new agreement, which was signed Feb. 14 in Texas.

The U.S. military's Northern Command, however, publicized the agreement with a statement outlining how its top officer, Gen. Gene Renuart, and Canadian Lt.-Gen. Marc Dumais, head of Canada Command, signed the plan, which allows the military from one nation to support the armed forces of the other nation during a civil emergency.

The new agreement has been greeted with suspicion by the left wing in Canada and the right wing in the U.S.

The left-leaning Council of Canadians, which is campaigning against what it calls the increasing integration of the U.S. and Canadian militaries, is raising concerns about the deal.

"It's kind of a trend when it comes to issues of Canada-U.S. relations and contentious issues like military integration. We see that this government is reluctant to disclose information to Canadians that is readily available on American and Mexican websites," said Stuart Trew, a researcher with the Council of Canadians.

Trew said there is potential for the agreement to militarize civilian responses to emergency incidents. He noted that work is also underway for the two nations to put in place a joint plan to protect common infrastructure such as roadways and oil pipelines.

"Are we going to see (U.S.) troops on our soil for minor potential threats to a pipeline or a road?" he asked.

Trew also noted the U.S. military does not allow its soldiers to operate under foreign command so there are questions about who controls American forces if they are requested for service in Canada. "We don't know the answers because the government doesn't want to even announce the plan," he said.

But Canada Command spokesman Commander David Scanlon said it will be up to civilian authorities in both countries on whether military assistance is requested or even used.

He said the agreement is "benign" and simply sets the stage for military-to-military co-operation if the governments approve.

"But there's no agreement to allow troops to come in," he said. "It facilitates planning and co-ordination between the two militaries. The 'allow' piece is entirely up to the two governments."

If U.S. forces were to come into Canada they would be under tactical control of the Canadian Forces but still under the command of the U.S. military, Scanlon added.

News of the deal, and the allegation it was kept secret in Canada, is already making the rounds on left-wing blogs and Internet sites as an example of the dangers of the growing integration between the two militaries.

On right-wing blogs in the U.S. it is being used as evidence of a plan for a "North American union" where foreign troops, not bound by U.S. laws, could be used by the American federal government to override local authorities.

"Co-operative militaries on Home Soil!" notes one website. "The next time your town has a 'national emergency,' don't be surprised if Canadian soldiers respond. And remember - Canadian military aren't bound by posse comitatus."

Posse comitatus is a U.S. law that prohibits the use of federal troops from conducting law enforcement duties on domestic soil unless approved by Congress.

Scanlon said there was no intent to keep the agreement secret on the Canadian side of the border. He noted it will be reported on in the Canadian Forces newspaper next week and that publication will be put on the Internet.

Scanlon said the actual agreement hasn't been released to the public as that requires approval from both nations. That decision has not yet been taken, he added.

Will historians one day record that "It happened on Valentine's Day" when chronicling the timetable of the North American Union (NAU)?

With no warning, a significant military agreement was signed by the chief Armed Forces commanders of both the U.S.A. and Canada on Feb. 14. The agreement allows the armed forces from one nation to support the armed forces of the other nation during a domestic civil emergency.

And as Jerome R. Corsi writes of the range of domestic civil emergencies, in WorldNetDaily, "even one that does not involve a cross-border crisis."

The Valentine's Day pact got zero coverage in the mainstream media whose investigative reporters must have been out hunting down chocolate and posies.

Were it not for a USNORTHCOM photo that surfaced depicting a beaming U.S. air Force Gen. Gene Renuart, USNORTHCOM commander and Canadian Air Force Lt. Gen. Marc Dumais, commander of Canada Command, the public the media serve would have been left in the dark.

Perhaps the generals won't get to tell North American Union suspecting citizens that the NAU is the province of only the conspiracy theorist.

Paperwork always comes in handy when bureaucrats cry "Conspiracy Theory".

Defined by its architects as a "Civil Assistance Plan", the agreement was never submitted to Congress for approval.

"Nor did Congress pass any law or treaty specifically authorizing this military agreement to combine the operations of the armed forces of the United States and Canada in the event of a wide range of domestic civil disturbances ranging from violent storms, to heal epidemics, to civil riots or terrorist attacks." (WorldNetDaily, Feb. 24, 2008).

Mind you, reporter David Pugliese, had the story published by CanWest News Service on Friday.

Imagine an agreement that paves the way for the militaries of the U.S. and Canada to cross each other's borders to fight domestic emergencies not being announced by either the Harper government or the Canadian military.

While Canadian citizens opened their homes to Americans stranded on September 11, 2001, there was no military aid sent to the U.S. from Canada, whose then Prime Minister Jean Chrétien remained silent.

In a program on the first anniversary of the deadly hijackings, Chrétien told CBC TV that a clear signal had been sent to all Western countries: do not abuse your strength or wealth.

"You cannot exercise your powers to the point of humiliation for the others," Chrétien said. "And that is what the western world—not only the Americans, the Western world—has to realize. Because they are human beings, too."

Truth is the Chrétien crony Liberals haven't gone away. They are merely waiting in the wings to bring down the Harper minority government.

The same Liberals who join the Canadian New Democrat Party (NDP) whose mantra is to bring the troops home from Afghanistan.

Some Liberal and NDP MPs continue to hold anti-American sentiments.

That's a strange environment from which to forge a plan whose "challenges are best met through cooperation between friends", Lieutenant General Dumais.

U.S. Northern Command was established on Oct. 1, 2002, as a military command tasked with anticipating and conducting homeland defense and civil support operations where U.S. armed forces are used in domestic emergencies.

Canada Command was established on Feb. 1, 2006, to focus on domestic operations and offer a single point of contact for all domestic and continental defense and securities partners.

Meanwhile, since the North American Union is a three-nation initiative, when will the Mexican Army be brought in during a domestic civil emergency?

This astonishing exclusive report on the proposed union of all North American military forces comes from this morning's edition of the TORONTO STAR.

Reflective readers will remember that the NEW WORLD ORDER INTELLIGENCE UPDATE warned, just prior to the recent secret Bilderberg Conference in Sintra, Portugal, that one urgent item on the agenda was the fast-tracking of North American economic and political union in conjunction with the preparation of a single Western Hemispheric Union of North, Central and South America.

Immediately following that Conference, proposals began to circulate in Canada for 'monetary union', or a 'common currency', with the United States; and the Canadian cabinet, headed by Bilderberger Jean Chretien, took a weekend away to consider, among other things, an 'open border' with the United States.

Now, right on cue, comes this proposal to unite the North American military into what would be, in effect, one set of continental armed forces.

Note its proposed mission:

"Such a command would co-ordinate military action on terrorism, insurgency, security threats..."

...its ultimate extent:

"a joint North American command would expand as free trade involved more countries in the hemisphere. If, for example, the proposed Free Trade Area of the Americas becomes reality, the military command would stretch from Alaska to Tierra del Fuego."

...and its final "single flag" allegiance:

"Asked whether he foresaw the joint command leading to an integrated armed force, with everyone marching under one flag, Nunez said: ''I see it growing, with all of the change and integration of new ideas . . . what it achieves depends on the types of missions it is assigned.''

With the recent reports of intensifying U.S. National Guard military preparations for Y2K chaos across the United States, and only six months to go to the 1st of January, 1999, you might be forgiven for wondering if the unified command structure for such a continental military force might not be rushed into existence and operation within the next few months...

If food, water and essential services shortages DO occur over an extendend period, and chaos erupts, such a unified command would be perfectly situated to handle the 'insurgency' and 'security' threats which would result, on the basis that they formed a 'continental emergency.'

And one more nail would have been neatly hammered thereby into the coffin of 'national sovereignty'.

U.S. war college report urges joint command with Canada, Mexico

MEXICO CITY - A United States military report advocates a joint command for American, Mexican and Canadian forces, in the same way the three countries are united under free trade.

The report, by Lt.-Col. Joseph Nunez for the U.S. Army War College in Carlisle, Pa., also suggested a North American peacekeeping force, headquartered in the U.S., with deputy commander positions rotating between Canada and Mexico.

"Moving from bilateral arrangements to a (military) organization that reflects regional economic and security concerns is a better strategy, particularly considering our burgeoning trade through NAFTA (North American Free Trade Agreement) and the growing threat of terrorism that can penetrate through our borders,'' the report said.

The war college study is the first to publicly advocate the sensitive issue of integrated military command - a matter of sovereignty in Canada and Mexico, as well as countries throughout the hemisphere.

Such a command would co-ordinate military action on terrorism, insurgency, security threats and drug trafficking.

'It's an important issue and it's time to take a good, hard look at how we currently operate. If we fail to change our current strategy, the country could become less stable...' - Lt.-Col. Joseph Nunez, for the U.S. Army War College
Nunez said the joint command would replace, for example, NORAD (the North American Aerospace Defence command) which "is getting pretty out-of-date when it comes to drugs, terrorism and other threats.''

"The U.S. does not have the kind of working arrangement with Canada and Mexico that it should.''

Nunez admitted the proposed unified command "may be a U.S. defence arrangement, but a lot of things would evolve to the benefit of Canada and Mexico - that would be my hope.''

Most major initiatives in Canada in recent years - from free trade with the United States to the ongoing initiative of a hemisphere-wide economic pact - began with reports from think-tanks or academia.

The report comes during debate over other controversial free-trade issues, such as whether Canada should adopt the U.S. dollar as advocated in a recent report by the C.D. Howe Institute, a conservative think-tank in Toronto.

'A lot of the geographic considerations are a bit out-of-date'

Canadian nationalists have seen free trade as the tip of an iceberg that put Canada at risk in other areas, from culture to monetary policy.

"A lot of the geographic considerations are a bit out-of- date and do not reflect current realities,'' Nunez, 43, a former West Point instructor, told The Star yesterday.

He said his report, which carries a stamp saying it does not necessarily reflect the views of the U.S. Defence Department, has garnered a lot of attention in recent days.

The war college has received requests for copies from the Canadian and Mexican governments, as well as several U.S. government departments, including state and defence.

"It's an important issue and it's time to take a good, hard look at how we currently operate,'' he said.

In Ottawa yesterday, Lt.-Cmdr. Denise Laviolette, defence department spokesperson, said she had never heard of the study, adding it was not an ongoing concern of the Canadian Forces.

She added the report would carry more weight if it had come from the Pentagon, rather than the war college, a teaching institute that focuses on strategic perspectives.

Nunez, a 22-year army veteran, said a joint North American command would expand as free trade involved more countries in the hemisphere. If, for example, the proposed Free Trade Area of the Americas becomes reality, the military command would stretch from Alaska to Tierra del Fuego.

Asked whether he foresaw the joint command leading to an integrated armed force, with everyone marching under one flag, Nunez said: "I see it growing, with all of the change and integration of new ideas...what it achieves depends on the types of missions it is assigned.''

'It's time to take a good, hard look at how we currently operate'

The report has created a stir in Mexico since it was published by the Mexico City daily, El Financiero.

Nunez' report is called "A New United States Strategy for Mexico,'' and details current revolutionary movements n Mexico and the threat to U.S. national interests here.

"If we fail to change our current strategy, the country could become less stable, thus jeopardizing the viability of NAFTA and the Free Trade Area of the Americas,'' it said.

Nunez said yesterday a joint peacekeeping force could be deployed wherever it was needed, "without people thinking the United States - or any other country - was trying to influence things too much.''

U.S. intervention is a touchy subject in Latin America. Because of the history of U.S. involvement in the region, any kind of military co-operation, or shared duties with the U.S., is viewed with suspicion.

Whenever the Mexican government approves joint manoeuvres with the U.S., for example, there is a storm of opposition and media criticism.

Recently, the U.S. has been criticized for taking a stronger military role in Latin America after an apparent cooling-off period.

In his report, Nunez said a new North American peacekeeping force - which might be funded 60 per cent by the U.S., 25 per cent by Canada and 15 per cent by Mexico - would be used for everything from human rights work to hurricane disaster relief.

Could Canada's Games be secured with help from Americans and Mexicans?

Canada, U.S. and Mexico are planning a massive joint military exercise in April 2009 "to focus on terrorist events that could affect [the] 2010 Olympics," according to Public Safety Canada documents released to 2010 Watch via access to information.

The rehearsal, led by the U.S. Department of Homeland Security, is code-named TOPOFF 5. Canadian troops were among the 15,000 participants involved in last October's TOPOFF 4 in Portland, Ore., Phoenix, Ariz. and Guam.

"Exercises provide unique training opportunities to strengthen our ability to deal with potential emergencies," said Public Safety Minister Stockwell Day in an e-mail statement responding to 24 hours' interview request. "They are important tools to strengthen Canada's ability to deal with real incidents."

An undated Public Safety Canada report said up to $22.8 million was needed to fund emergency management, counter-terrorism, cyber security and critical infrastructure protection exercises, "leading to a trilateral full-scale exercise prior to the Vancouver Olympic Games in 2010, as outlined under the Security and Prosperity Partnership."

SPP was founded in 2005 to promote economic growth and enhanced security in North America.

"Does it mean that if the American forces are training with Canadian forces that they are going to be positioned here in Canada during the period of the Olympic Games?" said 2010 Watch's Chris Shaw. "And, if so, under whose command?"

At the end of October, 1995, Bo Gritz [the Patriot leader and radio broadcaster] was reported on the Internet as having just cited on his radio program an article in the LOS ANGELES TIMES [which we haven't yet managed to locate] and as saying that, in the words of the Internet poster:
...according to official cartographers quoted in the story, mapmakers expect many changes to occur in the current political geography. ...What Bo Gritz just said on the radio is that certain countries like Australia and Belgium are expected to break into smaller units. Norway and some countries up there will become one geographic unit encompassing the Arctic area. He also said that Canada is expected to cease to exist as a separate country and will become part of the US. He said that the US is expected to break into REGIONS based on economic activities like manufacturing and agriculture. Brazil is supposed to break up into smaller units. Something was said about Mexico that I don't remember...
Which prompted one of us to post the following reply, which both our Canadian and U.S. readers will doubtlessly find equally interesting::
I can't speak for the future of Belgium, Norway or Australia, but I can direct you to an extremely valuable resource on the future [or, rather, lack of one] of Canada and the "regionalization" of the US.

Buy a copy of "Breakup: The Coming End of Canada and the Stakes for America", by Lansing Lamont [W.W. Norton and Company, New York, 1994]: you may also be fortunate in finding a copy in your local public reference library or university library

I understand that Lansing Lamont is a descendant of one of the Morgan Bank partners. A "Lansing Lamont" is listed in the CFR membership. He was for 10 years [between 1981-1991] the Managing Director for Canadian Affairs at the [Rockefeller] Americas Society. Prior to that, he was TIME magazine's correspondent in Canada for 15 years. The list of "sources" and "acknowledgements" at the back of his book reads like a galaxy of the Canadian and U.S. elite, plus it ends with an outstanding bibliographic section on the subject. So we're talking about someone who's extremely well-connected, here - one member of the "Establishment" talking to other members of the "Establishment" in a highly-specialised but gripping book.

Lamont's forecasts, based upon all of this input? Canada will disintegrate shortly after Quebec separates via a Unilateral Declaration of Independence [Bouchard threatened to do this on April 28th, 1996]. Quebec will become a socialist, somewhat aberrant and unpredictable state which will ultimately be refused entry to NAFTA by the US and Canada.

The Canadian provinces will seize more and more power from a weakened Federal government, become individual or regional "mini-states" themselves, and turn their eyes southward. BC and Alberta will withdraw into "Cascadia", a union of those two provinces with California, Oregon, Washington State, Idaho and Alaska, forming a bloc with the ninth-largest economy in the world. BC and Alberta will apply for admission into the US, and be accepted immediately.

Manitoba will hook up with Minnesota around a Red River union. Saskatchewan will join with Montana, Colorado, and Wyoming in the Rocky Mountain Corridor. Manitoba and Saskatchewan would be given associate status with the US, depending - among other things - on how cooperative they are in facilitating the export of Canadian water to the United States. Ontario would sink into the embrace of the US Great Lakes states.

Canada's Atlantic Provinces would form an "association" with New England. The US federal government, Lamont asserts, will not be "happy" with this turn of events - it will complicate security and defense arrangements, multiply the difficulties in observing and fulfilling a wide range of current bi-lateral agreements and treaties, etc. But it will be "persuaded" by the addition of vast water resources, wood, immense mineral troves, multi-billion barrel oil and tar-sand reserves, etc, to America's economic base and strategic reserves.

The Russians, who have always regarded Canada as a less-belligerent "buffer" across the Arctic between the U.S. and themselves become increasingly resentful of Canada's absorbtion into a Continental Union. The hardline communist/nationalist faction having triumphed in Moscow, they begin armed "probing" flights across the Arctic divide in an attempt to test out the effectiveness of the NORAD radar early-warning system after Quebec's separation and Canada's slow collapse.

Feeling even more threatened by the growing American colossus, the Russians become even more aggressive and "trigger happy". The same treaties that reduced US/USSR missile forces permitted the Russians to increase their terrain-hugging bomber-launched cruise-missile stockpiles, and they take full advantage of this. Canada, the "international diplomatic buffer", has ceased to exist.

Lamont also includes a vivid scenario outlining the Unilateral Declaration of Independence of Quebec, the destruction of the James Bay hydro facilities by the Cree, and the incursion into Canada of the 10th Mountain Division, from Fort Drum, New York, as "peacekeepers".

I think that the basic script Lamont outlines is, sadly, correct. But I differ with him in one key detail. I don't believe that Canada's absorbtion by the U.S. will be gradual, after Quebec goes, as he declares. I rather believe that, because of the vast costs [US$200 billion] involved in building the GRAND CANAL infrastructure linking up James Bay, the Great Lakes, and the Rafferty-Alameda dams after Quebec separates and the GRAND CANAL CORPORATION buys the water rights and James Bay hydro facilities from the Cree [who will have themselves seceded from an independent Quebec], Canada will find itself bankrupted and in the midst of a national financial crisis. The only, and pre-planned, "solution" will be union with the United States. Unless, that is, enough Quebecers and Canadians wake up to the agenda the elite have for them, and wake up quickly. [NOTE: the GRAND CANAL CORPORATION, already in existence, is an elite-owned company which stands to make billions from the export of Canada's Jame's Bay fresh water to the dry southern U.S. and Mexico - literally a never-ending stream of "liquid gold"!]

If we accept Shelley Ann Clark's statements and time-table, this is due to occur by the year 2005 (Note: since, after this was written, the referendum for an independent Quebec was lost by a tiny margin, the Grand Canal project was (of necessity) forced onto the back burner. The current projected 'North American Union' will no doubt see it rapidly revived in the not-too-distant future]. Those who mock her - not regarding the fact that she has a top-security clearance, was on Canada's Free Trade negotiating team, and saw the final Free Trade Agreement {now declared, for 30 years, a "National Security Document", unavailable to ordinary Canadians} and its accompanying Implementation Scheme - might reflect on the fact that, since she began speaking out in 1991, events have followed the outline she detailed with unfailing accuracy.

WISE MEN TO THE RESCUE?

In his fascinating book 'Circle Of Intrigue: The Hidden Inner Circle Of The Global Illuminati Conspiracy' [click on the link to order or review, and see also the book list below], author Texxe Marrs makes the following statements. Read them carefully, then read the highly significant quotations from the TORONTO STAR which follow:
Possessing the spark of divinity, the Illuminati pridefully lay claim to being a superior, enlightened race of Wise Men. Manley P. Hall, 33rd degree Mason, in 'THE SECRET DESTINY OF AMERICA', proclaims that these great and noble men shall lead a subservient and reluctant humanity into a Golden Age: "Wise Men, the ancients believed, were a separate race, and to be born into this race it was necessary to develop the mind to a state of enlightened intelligence...It is this larger and coming race that will someday inherit the earth...the Golden Age will come again."

The Wise Men, Hall reveals, are cooperating with the [Luciferic, Illuminati and Masonic] Plan of the ages, vigorously pushing men ever forward toward the dawning light of a New Age by use of the Hegelian dialectical system - a system of "Universal Motion".

"There exists in the world today, and has existed for thousands of years, a body of enlightened humans united in what might be termed an Order of the Quest.

It is composed of those whose intellectual and spiritual perceptions have revealed to them that civilization has a secret Destiny - secret, I say, because this high purpose is not realized by the many; the great masses of people still live along without any knowledge whatever that they are part of a Universal Motion."

We are further informed by Hall that the ultimate outcome of this perpetual bloodletting and sifting of mankind, this Universal Motion, will be a World Order presided over by a great and extraordinary leader: a king of divine essence, endowed with supernatural powers.

Writing in a prophetic framework, Hall glowingly describes this coming Great One:

"This king was descended of a divine race; that is, he belonged to the order of the Illumined; for those who come to a state of wisdom then belong to a family of heroes - perfected human beings."
In the next chapter of this riveting book, under the heading WISE MEN AND MAGICIANS, Marrs reveals the following:
Interestingly, the "Patriarchs" of Skull and Bones [a Yale University secret society for the sons of the elite, of which George Bush is a member] are often referred to as the Wise Men. Indeed, an entire book has been written about them, entitled 'The Wise Men'.

Its author is Walter Isaacson, a member of the Council on Foreign Relations [CFR]. It should be noted that many Bonesmen go on to become members of the CFR. The regal men of the Inner Circle of the Illuminati seem to enjoy being called the "Wise Men". In 1982, the Planetary Commission for the World We Choose, a top New Age globalist organization, announced the meeting of a "World Council of Wise Persons." The announcement said the meeting was to be held at the headquarters of the United Nations in New York City, and the participants would "share their vision and insight into moving humanity over the next threshold."

Before we deal with the following Toronto Star items, consider this contribution from the Earth Times News Service, which was released on January 21st, 1996, under the headline 'EARTH COUNCIL TO REVIEW RIO SUMMIT'. The 1992 Rio Summit was a New Age/New World Order environmental extravaganza, the Secretary-General of which was Canada's noted New Age "statesman" Maurice Strong. In June, 1996, according to this press release, the Earth Council - of which Maurice Strong is also the Chairman - will hold a meeting entitled "Rio Plus 5", which will evaluate the implementation of the Rio Summit's Agenda 21 just prior to the U.N. General Assembly's own planned review of that Summit.

The press release reveals that:

"In addition to the Rio followup," [Maximo T.] Kalaw [the Costa Rica-based organization's executive director] said the Council is also working to create support for an Earth Charter. Although such a charter was discussed at Rio, he said, the governments didn't pass it.
"We want them to take it up again." But, he said, the Council wanted to give the Charter a broader constituency. "It shouldn't just be a charter of a few wise men or holy men."
Following the October 30th cliffhanger vote on separation in Quebec, where a mere 27,500 or so voters swayed the issue in favour of continued federalist union with Canada, the amazed - and no doubt angered - elite appear to have changed their tactics.

Richard Gwyn, the syndicated columnist, has written several articles urging English-Canada [or "TROC - The Rest Of Canada", as he seems intent on training us to think of ourselves] to begin thinking the unthinkable and to prepare for a Canada without Quebec. He quotes unnamed "national unity experts" as now favouring a "two track approach", one track of which is designed to persuade Quebecers to stay and the other track of which is devoted to developing "tough exit conditions." He has hinted that stronger regional groupings and possible Union with the United States ["if they'll have us"] lie in our future.

Top banker Matthew Barrett, Chairman of the Bank of Montreal, added momentum to this new thrust on January 16th, 1996, by delivering a major and widely-reported speech which called for urgent action in the face of the continuing Quebec crisis. Here's how David Crane, TORONTO STAR Economics Editor, summarized Barrett's recommendations in a January 23rd article headlined 'LET'S HOPE OTTAWA HEARS WARNING FROM BANKER BARRETT ON QUEBEC':

"Barrett, in his speech, spoke of the needs for alternatives and contingency plans. And he suggested an appointed constituent assembly, made up of wise Canadians, or some kind of extraordinary commission, also made up of wise Canadians, to come up with alternatives."
Starting to sound familiar? But wait, there's more:
"A constituent assembly poses real problems, leaving aside all the issues of who would serve on it and how it would function. What if the constituent assembly can't come up with a solution? What if the assembly came up with a solution that our elected government didn't like or that was not acceptable to the public?
How would the report then be disavowed? Would the country be putting all of its eggs into one basket?
...Ultimately though, the solutions must come from our elected politicians and not outside advisory bodies."
So, let us see if we follow this. Let's have a Big Name assembly of Wise Persons [i.e. insiders hand-picked by the elite] to get together and make some Constitutional recommendations on our behalf. If they annoy the heck out of Quebec, well, that's par for the course. They'll define the debate and set the agenda. Then we'll rely on the clutch of politicians who mishandled the last Quebec Referendum to ultimately "rescue" us - overlooking the fact that most of the key ones on both sides of the party lines and of the Quebec issue appear to be directly or indirectly tied to David Rockefeller via Paul Desmarais or Mitchell Sharp.

David Rockefeller wants Hemispheric Union - "from Alaska to Chile" - under NAFTA, so we can guess who's agenda they'll be following. And if an affronted Quebec abruptly declares its independence as a result, and a mortally-fractured Canada slowly falls, complete or piecemeal, into Continental Union with the United States - well, how "inevitable" it will all appear to have been. And how happy David Rockefeller will be. The rewards will no doubt flow thick and fast then to those in politics or the media who played any substantial part in "engineering" such a result.

Purely coincidentally, David Crane is also among those Canadian journalists to whom Lansing Lamont, insider author of the book '"Breakup: The Coming End of Canada and the Stakes for America" [briefly reviewed above] offers "particular gratitude" for their "invaluable guidance" when preparing his book. The Canadian edition of the book omits to mention what the American edition does, that Lamont was, until 1991, a key Rockefeller employee for 10 years as Managing Director for Canadian Affairs at the Americas Society.

Two days after Barrett's extraordinary speech, Richard Gwyn had a suggestion to make. In a column entitled 'RAE'S DEPARTURE A LOSS FOR CANADA AS WELL AS ONTARIO', Gwyn wrote of Bob Rae [Ontario's Socialist, Rhodes Scholar ex-Premier] as having "wit", "intelligence", and a "capacity for thoughtful reflection" [in fact, he ascribed these qualities twice to him in the same column, just in case we missed them]. Bob Rae must be altogether a "wise person", wouldn't you say? Well, it will be no surprise to you to learn that Gwyn then goes on to recommend:

":What Rae could do, for Ontario and the country, is obvious. On the issue of national unity, we're now locked into a stalemate between denial and a kind of mute acceptance of inevitability....Sooner or later we're going to have to snap out of our stalemate. Not just Rae alone, but a small group of well-chosen others like him, might be able, if not actually to say anything new, then to say what has already been said in a fresh and urgent way, and afterward to provoke and challenge and stir up the country into going along with them."
So it appears that the elite, having missed their opportunity to detach Quebec while we remained obligingly silent, now intend to fully involve us - under terms that their surrogates will frame - in the next attempt to destroy the country. And since Constitutional talks are already scheduled for 1997, we won't have long to wait.

Our U.S. neighbours recently thwarted an attempt to "modernize" their Constitution via a "Con-Con" [a Constitutional Convention]. The same deadly chalice is now being offered to us, except that instead of State Governors our "constituent assembly" will be comprised of "Wise Canadians". We should be as wary as our American friends, in their valiant defence of their own freedom and Republic, and - like them - "Just say NO!"

Bob Rae can find another job - Rhodes Scholars usually aren't unemployed for long.

According to an upcoming report in March's SOLDIER OF FORTUNE magazine, pre-released on the Internet, the elite "All Americans" and "Screaming Eagles" Airborne Divisions may soon be policing U.S. towns and cities and manning checkpoints on U.S. highways, in direct violation of the Posse Comitatus Act, which forbids the deployment of U.S. troops against U.S. citizens. That Act was also notably breached at Waco, where machine-gun firing Texas National Guard helicopters were employed to open the pre-planned BATF assault and where Special Forces/Delta Force troops were utilized in a number of ways.

At the present time, public affairs officers at XVIII Airborne Corps, Fort Bragg, North Carolina, are refusing to comment. What is known, however, is that about 40 Army and Air Force legal and other personnel attended a secret "research symposium" at XVIII Airborne Corps, between December 6th and 8th, 1994, to strategize and study for the deployment of U.S. Army and Air Force personnel and resources to aid civilian authorities in "the suppression of domestic civil unrest". Something big appears to be in the wind!

According to the editor of the Special Forces underground paper, THE RESISTER, interviewed for the SOLDIER OF FORTUNE article, the conference concentrated on the "legality" of using U.S. forces against U.S. citizens and on drafting suitable military rules of engagement.

Army lawyers reportedly brushed aside dismissively Airborne officers' concerns that such deployment would violate the Posse Comitatus Act, one lawyer responding cryptically, "Not anymore, it doesn't."
